I know that if you move a hard drive that as a MS product on it regardless of licensing it does not work well in the new computer because of all the registry entries for the hardware on the old PC.

Can you move a linux hard drive to a new PC?   

I have a system setup with my web cam and all the associated software that is need to run it.  It took considerable time to get it to work and all the scripts running and I don't want to go through that again. I would just like to take the disk and put it in a new PC, or an image of the disk.

I've swapped hd's in Ubuntu machines without hardly any problems at all. It's not like MS it just worked OK for me and as long as it recognised everything on the new comp I didn't have a prob

Yeah same here... dont know about webcams etc, but I have moved an Ubuntu Installation between three different computers and never had a problem.
